Following the start of the country’s various reforms in 2011, public funding for education has significantly increased, leading to an important rise in access. The primary net enrollment rate increased from 88% in 2009-10 to 93 percent in 2014-15. Net enrollment in pre-primary education saw an impressive growth between 2008 – when roughly 1 in 20 children were enrolled – and 2014 when nearly 1 in 4 children were enrolled. The National Education Strategic Plan (NESP) 2016-21 represents an important milestone for education in Myanmar, as the country’s very first education sector plan in the context of a major transition towards democracy.

Since the 2011 transition and the 2015 civilian-led rule, the Myanmar government continues to work with the 2008 Constitution--rather than replacing it—while pledging to decentralize key areas of policy to local and state governments. As the 2020 election looms now in the horizon, it is time to take stock of how decentralization has advanced in the country.

The talk features recent fieldwork by University of Toronto under the K4DM Initiative with local partners in Myanmar’s ethnic states of Chin, Kachin, and Kayin.

Many believed the country was heading the way of other Asian Tigers at the time. It did not. The protracted armed conflicts in the ethnic states of Myanmar since the 1950s have resulted in displacement and huge disruptions in education service delivery in these regions. During the 1960s, the education sector was turned upside-down. Not only was education severely underfunded, but also teaching became a job that lacked the satisfaction and prestige previously enjoyed, leading to the decline of the system as a whole. Given the years of isolation and academic suppression, the pedagogy of the public education system, including higher institutions at all levels, still relies heavily on rote memorization, and neglects proof of understanding or critical thinking, both of which are central to research training.

Ensuring that millions of young Myanmar students receive a quality, inclusive education that prepares them for 21st-century challenges requires immense reforms at all levels of the education system. The Ministry of Education has prioritized teacher education, recognizing the importance of improving the quality of teachers for raising the quality of education and student learning outcomes. The National Education Strategy Plan provided the government, education stakeholders and citizens with a ‘roadmap’ for sector-wide education reforms over the period ending in 2021 and a new strategy is in the making for the next decade (2021-2030).

The talk will discuss the different ways in which the Myanmar's education sector could embrace and move forward in a democratic transformation under the new five-year administration. Its speakers are native to Falam Township, Chin State, Myanmar (Burma) and there are 18,600 estimated speakers (LeClerc 2017d in Eberhard, Simons, and Fennig 2020). To date, the only documented classification of Ngawn is that of Fr. Andre Bareigts, as discussed in VanBik (2009:18–19). While some of Bareigts’ classifications have stood the test of time, such as his classification of Lushai (Mizo) as Central and Khumi (cnk) as Southern, his classification of “Northern” conflates languages such as Sizang (csy) with Hmar (hmr) (a member of the “Old Kuki” subgroup).
I made a rudimentary analysis of Ngawn’s phonology using preliminary dataset of over 300 etyma
collected from one male Ngawn speaker. I compared the etyma to analyses of Falam (cfm) (Khar
Thuan 2008), Sizang (my own, unpublished) and Tedim (ctd) (Khoi Lam Thang 2001) to determine which languages had more innovations in common with Ngawn. Most centrally, Ngawn should be classified as Northern South Central, rather than Central South Central, as PKC *r- has innovated to /ŋ/ in Ngawn. This innovation is clear evidence of “Shafer’s Law,” as coined by Hill (2014:24). Peterson (2017:196) also agrees that Shafer’s Law is “the essential piece of evidence for a Center/Periphery subgrouping,” with central languages retaining /r-/ and peripheral (Southern/Northern) languages innovating usually to a /g/. In Ngawn, like in Sizang –a language strongly attested in Tibeto-Burman literature as Northern South Central– the *r innovates to /ŋ/ rather than to /g/.

Other sound changes are typical of Northern languages, such as PKC *khr- > PNC *kh- (see VanBik 2009:310), the simplification of PKC *pl- > PNC *tl- > t- (see VanBik 2009:29), and the loss of devoiced nasals (see VanBik 2009:197). Ingredients for Chicken Biryani:

- Chicken, large pieces with bones- 1 kg
- Basmati Rice- 700 gms (4 US cup measure) 

For Cooking Chicken:

- Onions, sliced- 400 gms (around 5 medium sized onions)
- Ginger Garlic paste- 2 tbsp
- Tomatoes, sliced- 4 medium 
- Green Chillies, slit- 6 numbers
- Coriander leaves, chopped- 1 cup
- Mint leaves, chopped- 1 cup
- Whisked curd/plain yogurt- 1 cup 
- Ready made Biryani Masala- 5 tbsp


For Cooking Rice:

- Shahjeera (caraway seeds) - 1/2 tsp
- Green cardamom - 4
- Cloves - 4
- Cinnamon- 2 pieces
- Salt- 2 1/2 tablespoon 
- Water to boil the rice- around 2.5  litres 
- Mint leaves - around 10- 15 leaves 

Preparation :

- Clean &amp; wash the chicken pieces. Drain the water or pat dry.
- Slice the onions and tomatoes. Slit 6 green chillies
- Chop 1 cup coriander leaves and 1 cup mint
- Whisk the yogurt and set aside
- Wash &amp; soak the Basmati Rice for 30 mins.


Process :

To cook the Chicken:

- Heat 6 tbsp oil in a heavy bottom pan and add the sliced onions.
- Fry on high heat for around 12 mins till the onions are light brown.
- Add the ginger garlic paste and fry on low heat for 2 mins.
- Now add the chicken pieces, mix and fry on high heat for 2-3 mins. 
- Add the ready made Biryani Masala, mix and fry on medium heat for 3 mins after adding a splash of water. 
- Readymade Biryani Masala usually contains salt, hence salt is not added while cooking the chicken in this recipe. Do check if the biryani masala you are using has salt in it.
- Now add the sliced tomatoes, mix it well and cook on medium to low heat for 4-5 mins till soft.

This is a short story called "The King and the God" spoken in what linguists think Proto-Indo-European might have been like.

There are no native speakers left in the world, and there is no written record of it, but linguists have reconstructed it by comparing all of the languages that evolved from it.  They don't all agree on what it was like, but this is close to the general consensus.

I didn't write the story, nor did I reconstruct Proto--Indo-European.  I just found the story online, noticed there weren't any audio samples of reconstructed PIE and did my best to pronounce what I found so other people could hear what it might have sounded like.

The pictures are just stuff having to do with the Proto-Indo-Europeans.  There's pictures of pottery they left behind, as well as pictures of modern-day steppe dwelling people who might have lived and looked like them.

This video was my attempt to do something similar.  Of course English isn't semitic.  I knew that when I made this video.  That was the point, I wanted to have a provocative title which was blatantly wrong.  For the sake of teaching people about the origin of different scripts, I decided to define a "language" as everything encompassed in the written form of a language including the script (which isn't how we normally use the word, nor should it be) and define language inheritance around the language's script (which REALLY isn't how we normally use those words, nor should it be).  At the end I get into why this isn't actually even a viable way to think about it for a number of reasons.

In hindsight, none of this was very clear at all in this video, so I apologize for that.  I was still pretty new at making videos when I made this, and a lot of stuff about it really embarrasses me, including how unclear I was about what I ment.  However, I've decided to keep it up on my channel for historical purposes. Here are the differences between what I did in the reconstructed-1700s-accent and Received Pronunciation:
      -  It's not a rhotic-accent, so I still pronounced "r"s in a lot of contexts where they're absent form Received Pronunciation.
      -  I didn't split change /æ/ inconsistently to /ɑː/ (as in the trap-bath split).
      -  I tried to un-merge /hw/ and /w/ (as in the whine-wine merger).
      -  I tried to un-tense final /i/ back into /ɪ/ in some words (as in happy-tensing).

1:  I got Yin and Yang mixed up.  Yin is associated with females and darkness and the rest, and Yang is associated with males and light and the rest.
2: Sejong wasn't an "emperor."  "King" would be more accurate.  The exact difference between those two ideas is a little unclear, but still, no one calls him an emperor and I shouldn't have either.

NOTE 1:  Sometimes people will talk about "secondary stress" or "secondary accent" or something like that.  This is a thing, but what I'm talking about here is "primary accent," which is the most stressed syllable in the word.  I know it might sound redundant to say that there's only ever one syllable with primary accent, but let me put it this way: there are never two syllables in a word that are tied for being most stressed.  This way of thinking about stress/accent is different from the way I learned about it at first, and I think what's going on is that the way linguists talk about it is different from the way it's treated in English poetry, which is what people are taught in English classes.

SOME SMALL CORRECTIONS:
1. Calling "Caesar" a "last name" is more questionable than I thought.  It was a name that people inherited from their parents, but Roman naming was weird and not exactly analogous to the modern system.
2. I implied that modern Russia was significantly more ethnically diverse than the HRE.  I'm not so sure about that anymore.  Measuring diversity is hard though, especially for thousand-year-old countries.
